And the ambitions of British policy 53 - Article Three - The supreme military and civil authority in Sudan shall be delegated to one official, to be styled the Governor-General of Sudan, and his appointment shall be by Khedivial order upon the recommendation of Her Majesty's Government, and he shall not be removed from his post except by Khedivial order issued with the consent of the British Government. "Article Four - All laws, orders, and regulations which have the force of law in effect, and which are intended to improve the administration of the government of Sudan or to determine property rights therein of all kinds, and the manner of their acquisition and disposal, may be enacted, amended, or repealed from time to time by proclamation of the Governor-General. These laws, orders, and regulations may apply to all parts of Sudan or to a specified part thereof, and may result, expressly or implicitly, in the amendment or repeal of any law or regulation of existing laws or regulations. The Governor-General shall immediately communicate all proclamations issued by him of this nature to the Agent and Consul-General of the British Government in Cairo and to the President of the Council of Ministers of His Highness the Khedive. - Article Five - Nothing of the Egyptian laws, orders, or ministerial decisions issued from now on shall apply to Sudan or any part thereof, except as shall be made applicable by a proclamation of the Governor-General in the manner previously stated. - Article Six - The proclamation issued by the Governor-General of Sudan shall specify the conditions under which Europeans of any nationality are permitted to trade freely, reside in Sudan, or own property within its borders, and shall not include special privileges for any European state. - Article Seven - No import duties shall be levied on goods coming from Egyptian territory upon their entry into Sudan, but it shall nevertheless be permissible to collect
