This period shall not exceed three years and shall end as follows: The Sudanese Parliament shall issue a resolution expressing its desire to take measures for self-determination and shall notify the Governor-General of the two contracting governments of this resolution. (10) Upon the official announcement of this resolution by the two contracting governments, the then-existing Sudanese government shall draft a bill for the election of a Constituent Assembly and submit it to Parliament for approval. The Governor-General shall approve the law in agreement with his committee, and detailed measures for the self-determination process shall be laid down, including guarantees for fair elections and any other measures aimed at creating a free and neutral atmosphere for international supervision. The two contracting governments shall accept the recommendations of any international body formed for this purpose. (11) Egyptian and British military forces shall withdraw from Sudan immediately upon the issuance of the Sudanese Parliament's resolution expressing its desire to take measures for self-determination. The two contracting governments shall undertake to complete the withdrawal of their forces from Sudan within a period not exceeding three months. (12) The Constituent Assembly shall perform two duties: First: To decide on the self-determination of Sudan as an indivisible unit. Second: To draft a constitution for Sudan in accordance with the resolution in this regard, and to enact a law for the election of a permanent Sudanese Parliament. The fate of Sudan shall be decided: a- Either the Constituent Assembly shall choose the union of Sudan with Egypt in any form. b- Or the Constituent Assembly shall choose complete independence. (13) The two contracting governments shall undertake to respect the decision of the Constituent Assembly regarding the future of Sudan, and each shall take all necessary measures to implement this decision. (14) The two contracting governments have agreed to amend the Self-Government Act and to amend the Fourth Law for this agreement.
