This committee is officially appointed by a decree from the Egyptian government. (5) Since the preservation of the unity of Sudan as a single territory is described as a fundamental principle of the common policy of the two contracting governments, it was necessary that the Governor-General should not exercise the powers vested in him under Article 100 of the Self-Government Law in any manner that conflicts with this policy. (6) The Governor-General of Sudan remains directly responsible to the two contracting governments in relation to the following: a- Any change requested by the Sudanese Parliament under Article 1-1 of the Self-Government Law concerning any part of this law. b- Foreign affairs. c- Any decision taken by the Committee which the Governor-General considers to be in conflict with his responsibilities. In this case, the matter shall be referred to the two contracting governments, and each government shall communicate its response within one month of the date of official notification. The Committee's decision shall be effective unless the two governments agree otherwise. (7) A Joint Elections Committee shall be formed, consisting of seven members, three of whom shall be Sudanese appointed by the Governor-General with the approval of the Committee, one Egyptian, one American, and one Indian. The non-Sudanese members shall be appointed by their respective governments. The Committee shall be chaired by the Indian member. The Governor-General shall appoint this Committee upon instructions from the two contracting governments. Annex II to this Agreement shall set out the functions and powers of this Committee. (8) In order to create a free and neutral atmosphere for self-determination, a Sudanization Committee shall be formed, consisting of: a- An Egyptian member and a United Kingdom member, both nominated by their respective governments and then appointed by the Governor-General, and three Sudanese members chosen from a list of five members submitted to him by the Prime Minister of Sudan. The selection and appointment of these Sudanese members shall be with the prior approval of the Governor-General's Committee. b- One or more members of the Sudan Public Service Commission to act in a purely advisory capacity without the right to vote. Annex II to this Agreement shall set out the work, functions, and powers of this Committee. (9) The transitional period shall commence on the date specified in Article II of the Self-Government Law. Taking into account the completion of Sudanization as set out in Annex III to this Agreement, the two governments undertake to end the transitional period as soon as possible. In any case,
