(The Testament of Peter the Great of Russia) It is incumbent that the armies always turn to war, and the Russian nation should be prepared for a state of struggle, to be accustomed to hardship, and to allow time for the rest of the armies or for the repair and provision of the navy. If necessary, the armies should be in succession, and the time for attack should be continuous and uninterrupted. In this way, Russia should use peace and security as a means for war, and war for peace, in order to increase its strength and expand its benefits.
(Article Two) In time of war, all possible means should be taken to bring discipline to the troops from among the nations and peoples who are more knowledgeable in Europe. Likewise, in time of peace, it is necessary to bring in masters of science and knowledge from them. It is necessary to rely on what the Russian nation can gain from the benefits of other kingdoms and their advantages, so that it does not lose its efforts in acquiring the specific advantages of its kingdom.
(Article Three) When the opportunity arises, one should seize and interfere in all matters and interests occurring in Europe, in its conflicts and disputes. And in the downfall of its kingdoms, one should benefit from it directly, without any intermediary, due to the severity of the enemy.
(Article Four) Bribery should be used to sow corruption, hatred, and envy always within the kingdoms of "him," to divide their word, and to win over the notables of the nation by offering money and gaining influence in government councils, so that one can interfere in the election of the king. And after obtaining the support of someone from that nation who is part of Russia's party, then the Russian armies should enter the country to protect them and support them with pretense for a long time, until an opportunity arises to occupy a means that allows us to stay. And when there is a violation from the enemy state for that reason, to temporarily quell that sedition, the dissenters in the kingdoms of "him" should be divided, and then the texts should be brought closer to regain the opportunities to regain the enemies that were given to them.
(Article Five) One should seize some parts of the kingdoms of Sweden, to the extent possible, by taking advantage of an opportunity to conquer the rest of them. And this can only be achieved in another way: by diverting the attention and efforts to sow corruption and discord always between Sweden and the rulers of the states, and to provoke them to wage war among themselves and to share in their benefits.
(Article Six) The Russian imperial family must always be wary of the German kingdoms, in order to break the bonds of marriage and union, and to consolidate their interests.
