The Sublime Porte and the Russian Empire concerning trade and governance and the completion of the Russian withdrawal from the lands of the Sublime Porte. And their provisions are suspended due to this war. Their provisions should be carried out as before, and the Russian and Ottoman Empires have neglected relations to resume their previous course before this war in commercial matters and others. Therefore, the provisions of the aforementioned treaties and contracts should be observed, except for the articles stipulated by this treaty. Article Twenty-Four: The Gulf of Istanbul and the Gulf of Çanakkale, whether in times of war or peace, shall be open to merchant ships wishing to pass through to the Russian Empire from countries that are at war. The Sublime Porte shall have no further right to control the straits located between the Black Sea and the Sea of Marmara, in accordance with the Treaty of Paris, which was signed on the fourth of April, in the year one thousand eight hundred and eighty-six. Article Twenty-Five: Russian troops shall withdraw from the lands of the Sublime Porte in Europe, except for Bulgaria, from the date of the final peace agreement until three months thereafter. These aforementioned troops shall have the right to come to the arsenals located in the Black Sea and to be transported by ships provided or chartered by the Russian Empire. They shall not be compelled to limit their stay in the Ottoman Empire and Romania. As for the withdrawal of Russian troops from the fleet, it shall take place six months after the final peace agreement. They shall have the right to come to Trabzon for embarkation on ships, and from there they shall travel to Kars or Ferhad. Article Twenty-Six: The administrative and military regulations established by the Russian Empire in the lands occupied by its troops, which are to be handed over to the Sublime Porte, shall remain in effect and continue to be applied according to this treaty. As for the troops, the Sublime Porte shall not be obligated to participate in their administration, nor shall Ottoman officials enter these areas before that. Based on this, the commander of the Russian troops shall guarantee the official appointed by the Sublime Porte for the departure of the Russian troops. The Sublime Porte shall not be obligated to implement the regulations before the fortresses and equipment are handed over to it. Article Twenty-Seven: The Sublime Porte shall not prosecute any of its subjects who have relations with the Russian Empire during this war. Ottoman officials are not authorized to prevent or detain any of the inhabitants who wish to travel with the Russian troops. Article Twenty-Eight: Prisoners of war shall be exchanged under the supervision of two commissioners appointed by both states, following the conclusion of preliminary peace negotiations. These commissioners shall travel to Erzurum and Sevastopol. As for the expenses of the prisoners of war belonging to the Sublime Porte in Tarsus, they shall be borne by the Sublime Porte and the aforementioned commissioners. As for the matter of prisoner exchange, it shall be between the governments of Dunav and Serbia and the Principality of Montenegro.
