The matter was prolonged, so they agreed to submit a petition to the Sublime Porte, denying the deposition of Majd Ali Pasha and the appointment of Musa Pasha. They wrote, "In the name of God, the Most Gracious, the Most Merciful. Praise be to God, the Lord of Majesty, in all affairs and circumstances. We submit to you, with the praise of His forgiveness and guidance to the Kaaba of Your favor, with hearts of sincere devotion, seeking His aid, a confidant with the argument of security and the brilliance of the title of well-being and safety, with the permanence of His presence, drawing near to His mercy, the might of important matters. Theصدر (Sadr - Chief Minister) is the ultimate hope of intentions and means, and the focus of all supplicants. His Excellency the Chief of Chiefs and the source of important matters, the Grand Vizier, may God perpetuate the pillars of glory by his existence and extend the days of his reign, surrounded by the care of the Generous Lord, protected by the great verses of the Quran. *Now, the purpose and hope are raised, and the arms of conscience and necessity are extended. We inform your noble hearing and swear by your pleasing morals that His Excellency the most honored and most distinguished, the manager of naval affairs, the servant of the Exalted State, the Vizier Qubtan Pasha, who came to Alexandria, has presented himself. He sent an envoy, Said Agha, with him the noble and obligatory order to be accepted and honored, inscribed with the high imperial seal, may his joys be perpetuated over Egypt for ages, years, days, and hopes. He clarified its contents and explained its meaning: that enmity has prolonged between the two viziers, Tal'at Pasha, and the Egyptian princes, and thus the affairs of the Two Holy Sanctuaries have been disrupted. They await the order of the Sultan based on previous customs. The situation is that this should be prioritized over all other demands, and that this delay is due to the large number of soldiers and entanglements, which has resulted in the destruction and ruin of the subjects in the Egyptian provinces. The Egyptian princes have submitted this petition to His Excellency the Sultan, and they pledge to adhere to all the ranks of the Two Holy Sanctuaries, their customs, and their duties, and to issue the Sultan's order according to the established methods, with full compliance with all the noble orders that have come to the rulers in the lands of Egypt. They will pay the Egyptian funds to the treasury of the Exalted State every year, if they are granted forgiveness for past transgressions and acceptance into protected Egypt. They seek from the State acceptance of this from them and to grant them what is equivalent. Therefore, the noble and obedient order was issued to depose the aforementioned vizier due to the extent of the enmity with him and to appoint him as governor of Salonica, and to appoint the vizier Musa Pasha as governor of Egypt. And before them, the scholars, notables, chiefs, and dignitaries in the lands of Egypt, calling upon His Excellency our Master, the Sultan, to achieve pleasing aspirations, that their appearance and their guarantee will bring them complete assistance, according to the decree of the esteemed presence of the Exalted State. So the order is to be obeyed and is obligatory to accept and follow. However, we perceive from the pleasing morals and the obedient disposition, and the dawn of our pledge and their guarantee, that the condition of the guarantee is the ability of the guarantor over the guaranteed, and we do not present from the well-known actions, circumstances, and numerous considerations, among which is the treason of the late Mr. (3 - Kaf, the fourth)."
