**Studies of British Policy** **81** 2 - A council shall be established, to be known as the Governor-General's Council, composed of legal members, who are the Inspector-General, the Financial Secretary, the Judicial Secretary, and the Royal Secretary, and of additional members, not fewer than two and not more than four, appointed by the Governor-General. The appointment of additional members shall be for a period of three years, and they may be reappointed. If any of the legal members is absent on leave or unable to attend due to illness, he shall be represented on the Council by the official who legally acts in his place or by rotation. If any of the additional members is absent or unable to attend, the Governor-General may appoint a temporary substitute. 3 - The Governor-General shall preside over the meetings of the Council. In his absence, the senior member present shall preside, subject to the provisions of Article 13. 4 - The Council shall have all the powers conferred upon it by this Law in respect of all matters to be carried out by the Governor-General in Council under the provisions of this Law or any other law. As for other matters that may be imposed upon it, it shall consider them in its capacity as an advisory council to the Governor-General. 5 - All laws and regulations that the Governor-General is to issue under Article IV of the Agreement of January 19, 1899, shall be issued by the Governor-General in his Council. This provision shall not apply to regulations that the Governor-General alone is to issue under the authority granted to him by an existing provision. 6 - The Governor-General shall, in his Council, approve the annual budget and grant all additional credits, whether from reserves or from ordinary revenues. 7 - The Governor-General shall, in his Council, carry out all matters that are to be carried out by him in Council under any existing law or according to the rules decided by the Governor-General in his Council. - Matters carried out by the Governor-General in his Council shall be decided by a majority of votes.
