Egyptian Sudan 78 under no circumstances should the Sudan be made a center for Egypt, from the position it would have according to a proposal that occurred to us, and which we intended to publish, were it not for our desire to avoid that. And were it not for our question: is it not politically better to keep the notification of this proposal to the Egyptians alone, especially with such a nation and its representatives, the government, and future negotiators? And on the occasion of mentioning the English reservations, the issue of Sudan is mentioned. We briefly mention that the subcommittee of the constitution has removed all reasons that called for the existence of one of those reservations, which is a reservation that seriously affects independence, because the least that can be said is that it establishes England's sovereignty over Egypt. And we wish for this: the reservation concerning the protection of minorities. For that committee - if our information is correct - has decided to integrate into the Egyptian constitution the so-called "minority guarantees" and has declared the impossibility of violating these principles. Thus, the interests of the minorities are guaranteed in the country's fundamental system, and the purpose of the said reservation has been achieved. And the Egyptian negotiators, in this case, will be in the best position to completely and permanently remove this reservation, especially since it extends a new demand from the English side. For we know from a reliable source that nothing was ever issued by the English negotiators during the negotiations of last summer that could be taken as a request for Egypt to recognize England's right to protect minorities in Egypt.
