Egyptian Sudan 82 Taking into consideration what is stipulated in Articles 9 and 10, if the votes are equal, the tie-breaker goes to the President. The Council's decisions shall be recorded in the minutes, stating each member's individual opinion. Any member who disagrees with the majority may request that the reasons for their dissent be recorded in the minutes. 9. The Governor-General, whether present at the session or not, may dissent from what the majority has approved for reasons to be recorded in the Council's minutes. His decision in this case shall be considered, in all respects, as a decision of the Council. 10. The Governor-General, whether present at the session or not, may suspend the implementation of any of the Council's decisions until it is submitted to the authority stipulated in the second paragraph of Article IV of the Convention of January 19, 1899. 11. The Governor-General, in his Council, may enact rules that do not contradict this law, pertaining to the regulation of the Council's proceedings, the conduct of its meetings, the appointment of its employees, and the determination of their duties. 12. If the Governor-General is absent on leave, or unable to perform his duties due to illness, or if his position becomes vacant, all his authority shall transfer to the Governor-General's Council, unless he has appointed a deputy for his position. 13. The Governor-General may, with the approval of his Council, appoint an employee to represent him in presiding over it and to exercise all or part of his authority related to the Council, in accordance with the preceding articles. 14. The Governor-General may, with the approval of his Council, exercise alone all or part of the authority vested in the Governor-General in his Council, if this is permitted by a Council resolution. 15. No provision of this law shall be interpreted as transferring to the Governor-General in his Council any authority that, if it were solely his, would contradict the provisions of the original Convention of January 19, 1899, which is still in effect between the governments of Egypt and Sudan.
