Egyptian Sudan. 54 The duties mentioned on goods coming from non-Egyptian territories, but in the case where those goods are coming to Sudan via Suakin or any other port on the Red Sea coast, the duties collected on them shall not exceed the value currently collected on similar goods arriving in Egyptian lands from abroad. Duties may be imposed on goods leaving Sudan as estimated by the Governor-General from time to time through proclamations issued in this regard. "Article 8 - Apart from the city of Suakin, the Governor's various powers shall not extend to any part of Sudan, nor shall they be recognized therein in any way. "Article 9 - The whole of Sudan, except for the city of Suakin, shall be considered under martial law, and shall remain so until otherwise decided by proclamation from the Governor-General. "Article 10 - Consuls, Vice-Consuls, or Consular officials shall not be appointed in Sudan, nor shall they be permitted to reside there before approval from the British Government. "Article 11 - The entry or export of slaves to or from Sudan is absolutely prohibited. A proclamation shall be issued regarding the necessary measures to be taken for its implementation in this regard. "Article 12 - An agreement has been reached between the two governments on the necessity for them to uphold the effect of the Brussels Treaty concluded on 2nd July 1890, concerning the import, sale, and taxation of prohibited weapons, war tobacco, and distilled or brewed spirits."
