Egyptian Sudan to order Egypt to include them in the administration of Sudan. Rather, Lord Cromer, on behalf of England, and Boutros Pasha Ghali, on behalf of Egypt, concluded an agreement on January 19 of that year, consisting of 12 articles. Its preamble stated: "Whereas some regions of Sudan that had broken away from Ottoman suzerainty have been reconquered by the military and financial means expended by the united governments of His Majesty the Queen of England and His Highness the Khedive. "And whereas it has become necessary to establish a special system for the administration of the said reconquered regions and the laws necessary for them, taking into consideration the backwardness and instability that has prevailed in a great part of these regions until now, and the diverse needs of each area. "And whereas it is expedient to declare the claims of His Majesty's government, arising from its right of conquest, by participating in the establishment of the aforementioned administrative and legal system, and in its implementation and future expansion. "And whereas it has been proposed, among other considerations, to administratively attach Wadi Halfa and Suakin to the neighboring reconquered regions. "Therefore, the undersigned have agreed and affirmed the following, with the necessary compensation for this matter: "First - The term Sudan (and they deliberately omitted the term Egyptian Sudan) shall apply to all lands not occupied by Egyptian troops since 1883, and lands that were under the administration of the Egyptian government before the last revolution and were temporarily lost, and have now been reconquered by the united governments of His Majesty and the Egyptian government, and lands that will be reconquered by them jointly from now on. "Second - The British flag and the Egyptian flag shall be used together at sea and on land throughout Sudan, except in the city of Suakin, where only the Egyptian flag shall be used.
