And in confusion and weakness, and in the minds, there is stagnation in the actions of some of them, and it does not appear that the fighters are inclined towards their opponent except when they are assured of their safety, and if one man is touched, and the multitude of defeated armies is not honored by the takbir with ignorance and the three ancestors, they vacated the place of the army commander from the enemy and gave him his senses and moved the fighting from one place to another, because the enemy does not intend to surprise him, even if the fighting is specific to a fortress or a city, but rather the greatness of God is first what the people of the fortress begin to use before the confrontation. They said, and by Him, their use is two qualities: knowing their secrets and thinking about terrifying them. And it is necessary to send among them those who belittle their importance and make them feel that their secrets are exposed and that they are surrounded by reinforcements and that they are sitting. And there are strong places and others that are weak. And other than the writing on the spread, by their entering into God when they are afraid, and the work of guarding. So that this may be more terrifying for them. In general, the entire kingdom of manners is summarized by His saying, "O you who have believed, when you encounter a company, stand firm and remember God much, that you may succeed. And obey God and His Messenger, and do not dispute, lest you falter and your strength depart. And be patient. Indeed, God is with the patient." The patient ones who stood firm, they magnified. Know that the pillars of the kingdom and its foundations are a necessity, and perfection is related to the actions of the ruler and the difficulties that are overcome by those actions. Those actions by which the kingdom is sustained and exists. And here we mention a part of the righteous, God willing. The first action, which is one of the pillars of the kingdom, is the appointment of the vizier. The Sultan, when his human powers were not sufficient to bear what was entrusted to him, appointed assistants to help him. And the Book and the Sunnah guided to his appointment. And the saying of God, may He be exalted, in recounting the story of Moses, peace be upon him, when he was sent to Pharaoh, and he had a speech impediment, and he knew that his powers were not sufficient, so he made his brother Aaron his vizier, saying, "My brother, strengthen my back with him and make him my partner in the affair." And in the hadith, the Prophet, peace be upon him, said: "Indeed, God has a minister in the heavens and a minister on earth." As for the heavens, they are Gabriel and Michael, and on earth, Abu Bakr and Umar. This is narrated by Al-Tirmidhi in Nawadir Al-Usul.
