In the name of Allah, the Most Gracious, the Most Merciful, and I seek His help, and there is no might nor power except with Allah, the Most High, the Most Great.

Said the Imam Mujahid al-Din, may Allah have mercy on him, and it is an important issue that Allah, may He be exalted, opened up through him at the end of Dhu al-Hijjah in the year six hundred and forty-nine, from the illness of the Sultan of the polytheists during his hunting days, the Muslims’ entry into the lands of Rome after that great battle that occurred between them. Then he said, may Allah have mercy on him, and benefited us from his blessings: It was established as a rule that what necessitates ownership for the mujahideen is booty. So whoever obtains something from the spoils of the polytheists from those who fought them has owned it, and it has become his lawful property. And there is no doubt that those lands remained inhabited after those who were woven from them, and they continued in their disbelief and stubbornness. No Sultan has yet come to conquer their lands, because when the Sultan came in the second year of the establishment of the Sunnah to the land of Caesarea, their Sultan asked him for their lands and made the jizya for him, and it remained as it was. He said, may Allah, may He be exalted, have mercy on him: And whoever obtains something of their wealth in those lands at a time other than skirmishes and warfare, then it is his. And if that is correct, then the wealth that people have owned after the conquest of the lands of Rome and their settlement under the rule of safeguarding wealth has become their property. So whoever obtains something of that wealth has obtained his right from those whose right has fallen. So it is booty for him, and it is lawful for him to own it. As for what they took from those who had a covenant or security, it is not lawful. Likewise, it is not lawful to take the wealth of those who have shown Islam or those who have made peace with the jizya, such as the general population of the land. As for the wealth of the polytheists who are in the land of war, they have no covenant or security, and the mentioned lands remained from the lands of war. And if it happens to be paid to something else, such as the wealth of Islam, and their mention of security of gratitude, then there is a difference of opinion in that, because the master Muqtal, the king there, their lands. So that is a consultation about their readiness for worship with a covenant and peace, or a matter of time, or some men of the land of disagreement. 149 The decision of Allah be pleased with him, and the order of his system in all matters from whom his affair was revealed to him. It was researched and that changed in various matters of all its characteristics. So those who attained the most of the saints of Allah, the Mighty and Majestic, contradicted each other. Their call was general with their truthfulness, and our two lovers were purified, and we followed with a call, either Islamic, and from what was a ruling from what they held onto and healed them with it and it directs, and because of the two devastating ones who were called. Said the Prince, may Allah have mercy on him: May Allah open for its wailing in support and success, and in steadfast glory in Islam. So on this day, the twenty-fourth of Jumada al-Akhirah in the year six hundred and thirty-eight.
