And based on this, those who misinterpreted the religious texts, which indicated the disbelief of the ruler who replaced God's law with man-made laws, due to a doubt that arose in their understanding of some religious texts, so they diverted them from their apparent meaning, and made the disbelief in them a disbelief less than disbelief, or a disbelief not expelling from the religion, due to their ignorance of the rules of Sharia, or their ignorance of the reality of the disbelief of the replacing rulers. We do not declare them disbelievers, as long as that did not lead them to commit an act of disbelief, such as supporting man-made laws, or participating in their legislation, or swearing to respect them, and loyalty to them, or assisting their people in establishing and implementing them, or supporting them against the monotheists who disavow them and support Sharia, or justifying any of that, and approving of it. Yes, whoever misinterpreted the religious texts that indicated the disbelief of the ruler who replaced God's law with man-made laws and diverted them from their apparent meaning and made the disbelief in them not expelling from the religion, then his interpretation is corrupt, and his misguidance is clear, but he is not a disbeliever, because he did not intend the texts, but due to his extreme ignorance, he erred in understanding them. I ask God Almighty to guide us all to the truth and to the straight path. And praise be to God, Lord of the worlds. And may God bless Muhammad and his family and companions and grant them peace.
