In order to consider matters, it is done in a way that is not as it used to be in the past. When the need arises for consideration, there are important matters that are prioritized over others. The extent of the need, which necessitates advancement or delay, is determined by the opinion of the concerned party. There is no disagreement that many other beneficial matters remain postponed until their turn comes to be considered. In this situation, those who criticize the government for its efforts or lack thereof must prove two things with evidence and proof: First, that what they are requesting is more deserving of priority than other projects being considered. And that the matter is not merely a matter of personal desire. Second, that the necessary funds for it are available. If these two conditions are not met, it is like other matters that are ignored by the influential people who are impatient with the government until it resolves the small, difficult issues that it still has to solve.
