The judgments therein, whether civil or criminal cases, are often subject to appeals and retrials before judgments are issued. The current situation necessitates a thorough investigation into the organization of these courts and the methods employed in their work and procedures, in order to determine the measures that must be taken and applied to suit the present time and enable them to consider and complete the tasks entrusted to them, in line with the country's progress towards modernity. It is hoped that the Court of Appeal, which alone has true oversight over them, will be able to propose a project for their improvement. The government is negotiating with it on the matter.

(6) The Mixed International Commission Some countries still refuse to accept the project presented by the Egyptian government for the unification of registration (in civil, sharia, and capacity courts) and the unification of land registration in general. The project remains pending, and the system of debate in registration prevails, despite its failure to address the opposing views that deprive foreigners and nationals of the benefits of unified registration, which is undoubtedly beneficial and has been agreed upon by the members of the Commission.

As for the second of the three projects mentioned in Lord Cromer's report, concerning the work of the Parliament, the entire Commission approved it at its meeting held in June 1897. It was then presented to the countries, and their approval was obtained. Its law will be published soon.

A project remains, which is the system of registering contracts known as the "Tours system" or "notarial deeds." It was discussed in December of the same year, but without success. It should be remembered, considering the principle of intended change, that the question is not whether the system of registering official contracts or "notarial deeds" has flaws, but rather whether it is more in the public interest than the current system, which is based on the principle of registering customary contracts. This project holds great importance in the eyes of the government, and it is hoped that the Commission will approve its proposals in principle so that the project can be studied in detail.
