Regarding the previous year, it is encouraging that the percentage of murder cases and attempted murder cases that were filed due to lack of evidence has slightly decreased, to 60%. This is a decrease from 44.68% in the previous year. This decrease, after a significant increase in crime in recent years which was disheartening, is cause for satisfaction and relief. It is hoped that further improvements will be made.

Juvenile Offenders (101) The number of juvenile offenders increased in 1917 to 1107, compared to the previous year. The number of those who were reformed decreased. It is appropriate to mention here that English industrial school laws allow judges to send vagrants under fifteen years of age to reformatories. This law applies to orphans without shelter, disobedient children who defy their parents or guardians, and even children who are only guilty of loitering in the streets, considering them as offenders. The opportunity given to them in this important stage of their lives to learn a trade in the reformatory, by which they can earn a lawful living in the future, offers them a path to reform. Under current laws, they do not get this opportunity unless they commit a crime. It is hoped that next year will see the implementation of this law.

Judicial Reforms (105) I return to what has been said many times before, that reforms are not progressing as quickly as the Islamic public opinion would like. However, improvements are being made year by year. In the past year, new laws were enacted specifically for the execution of judgments issued by these courts, and procedures were greatly facilitated. Although there is still much room for reform, the new regulations are much better than the previous ones. A new schedule of fees has been established, which is expected to be sufficient for the needs. It is hoped that the total fees under this schedule will not be less than the total fees under the old schedule, despite the reduction in fees in many cases. The government has allocated the necessary funds in the budget for salary increases.
