The Nazirate of the Makaniyah (Police) was that the union occurred and some friction arose between the two departments that should be united if the criminals are to be punished as they ought to be. Reforms have been made in recent years in the prosecution and police, and the two departments have become more efficient. The results of the criminal investigations they conducted were unsatisfactory. More than half of those who committed heinous crimes are released without punishment, and what is more disturbing is that the proportion of crimes whose perpetrators are unknown has been increasing in recent years. In view of these circumstances, various suggestions have been made with the hope of improving public security in the provinces. However, the suggestion that met with the greatest satisfaction among the upper and middle classes was to grant executive authority to local officials to deal with these scoundrels from their positions. Exceeding the ordinary legal procedures is not desirable. One of the aims is to provide sufficient guarantees against arbitrary interference with individual liberty. Moreover, if exceptional measures are taken in dealing with crimes, the removal of these measures will only increase the burden. There is no need for fundamental change, it appears. The best way to improve the current system is to pay close attention to its parts that are most in need of reform. The lack of security in the provinces has been exaggerated, and the truth is that the number of serious crimes in the past year was less than in the previous year. However, the concern that causes anxiety is the negative outcome of a large part of criminal investigations. The first step towards remedying this situation is to strengthen the ties between local officials and the prosecution. The Ministry of Interior and the Nazirate of the Makaniyah issued orders at the beginning of the year, which will not be detailed here, with the aim of improving matters of this kind. At the same time, the Director of Nazirs, Directors, and Heads of Prosecution met and emphasized the necessity of union and cooperation with diligence and commitment in investigating crimes and bringing criminals to justice. The results of these measures will not be apparent until some time has passed, but it is hoped that they will lead to an increase in public security compared to what it is now.
