43 -In irrigation, after the annual flood, to mitigate the danger and reduce waterlogging, the water level in the canals should be kept as low as possible. If the levels of the canals are alternately raised and lowered, the summer seasons will be suitable for the arrival of floodwaters and for cultivating on both sides of the canals to prevent waterlogging where the soil is absorbent. This should be done by expanding and improving the entire system of drainage canals in the country.

(5) Organization of Agricultural Affairs – The committee suggested: (a) organizing agricultural schools into primary, secondary, and higher education levels; (b) establishing agricultural stations throughout the country with a central institute in Cairo staffed by a large number of civilian specialists; (c) establishing an agricultural department and appointing a committee to oversee the various scientific and practical matters mentioned by the committee.
