It is agreed that incidents of assault with sticks, clubs, and whips, instead of firearms, have increased. Henceforth, a stricter and more comprehensive arms law than the previous one will be enacted.

I reiterate at the end what I said last year: the primary responsibility for public security rests with the Directors and government officials in the provinces. The reform of public security has not kept pace with the reform in all matters concerning the country's interests. Therefore, the Directors must direct all their attention to this fundamental issue. Either their efforts will be crowned with success, or it will be proven that their other duties consume all their time and strength, preventing them from paying sufficient attention to public security. In that case, necessity will dictate a review of the current system.

31 - Central Administration, Provincial Administration, and Police The total strength of the police at the end of last year was 474 officers (53 of whom were European) and 8,555 non-commissioned officers and men.

Last year, the reorganization of the watch force, which began in 1910 and 1385 AH, was completed. The training period for the day and night watchmen was set, and there was no difficulty in recruiting men for the watch force except in Beheira and Aswan. Wages were increased in Menoufia, which led to the recruitment of men into the watch force from a higher social class than in other provinces. Last year, many watchmen who joined after the new military training system was introduced into the watch force renewed their service. I am pleased to say that 75% of them renewed their service for three years, and of the remaining twenty-five percent, ten percent were promoted because they were below the required standard, and fifteen refused to renew their service. It is hoped that the training of village watchmen will commence in 1914.

The Sudanese police force performed many useful tasks during the year, numbering 220 men and cavalry.

Last year, 18 students graduated from the Police School and joined the police force. Currently, 104 students are studying there. Some recruits are also studying there to join the police force as constables when they grow up, as it is no longer possible to recruit police constables from the army. 56 of them completed their training during the year and were added to the police force, and 150 recruits joined in the year.
