The budgets of most departments do not require special discussion. We will limit ourselves to situations where there is an increase in expenses that requires clarification, or where there is a financial benefit. The ordinary expenses estimated in the budget for the Ministry of Education for 1911 increased by 41745 G.M. compared to what was estimated for 1910. However, since the expenses for the Sharia Judicial School, estimated in the 1911 budget at 47180 G.M., were removed from the Ministry of Education's budget for 1911 to be included separately in the general budget, the actual increase in the Ministry of Education's budget for 1911 amounts to 19287 G.M. Of this, 10392 G.M. is spent on central administration and 8895 G.M. on the branch dedicated to agricultural, industrial, and commercial education.

The amount of 10392 G.M. allocated to central administration was used for the following: (1) Establishment of a special department for translating educational books into Arabic and printing them. (2) Expansion of various educational branches, including the establishment of a branch in the vital Teachers' College for the Geology department, the opening of the Moharram Bey School in Alexandria, and the establishment of additional classes in various schools. (3) Granting the Egyptian University an aid for the first time amounting to 2000 G.M., and increasing the aid for writers by 1000 G.M. Primary education in kuttabs requires an increase of 300 G.M. in expenses, from which the Awqaf (endowments) contribute 1335 G.M., which increased the expenses of the Awqaf kuttabs. Among the increases that necessitate an increase in expenses in primary schools is the increase in the number of teachers.
