And in the month of November, the Egyptian government system underwent a significant and conscious change. This was done by establishing two new ministries: one for Awqaf (Endowments) and the other for Agriculture.

As for Awqaf, it was managed in past times by a responsible minister assisted by a council chosen for that purpose. This is the system to which Awqaf has now returned. The minister is assisted by an undersecretary for the ministry and a Supreme Council whose members number five. Among them are the Sheikh of Al-Azhar Mosque and the Mufti of Egypt, whose positions are the highest in Islamic religious affairs. The remaining three members are appointed, and all are, of course, Muslim. His Excellency Ahmed Hashem Pasha, who was previously the Minister of Public Funds, has been appointed Minister of Awqaf. His Excellency Ahmed Shafiq Pasha, who was previously an employee in the Ministry of Public Works and then appointed Director of the Royal Private Estates, has been appointed Undersecretary for the Ministry of Awqaf. It is hoped that this system will improve the administration of Awqaf funds and properties. The aforementioned officials are now looking in detail at the necessary reforms to protect the interests of the beneficiaries of these endowments and to implement those reforms as well.

As for the Directorate of Agriculture, which was established in 1910, it was initially attached to the Ministry of Public Works. When its beneficial and significant services were proven, it was decided to expand it with a council under the authority of a minister to enhance its system and broaden the scope of its functions. This is what the people, in their various divisions, have been requesting for the past sixty years. It is hoped that it will be beneficial to Egypt's overall agricultural interests, which are of great importance. This ministry will pay special attention to the issue of agricultural cooperatives. A law has been enacted for them by the Legislative Assembly to enable them to operate as companies. It is hoped that this will facilitate the means of progress and success in this movement in which farmers cooperate and show solidarity. Furthermore, the guidance required for the early stages of their work will come from the Ministry of Agriculture, and the supervision and oversight of their finances will come from the Ministry of Finance. His Excellency Muheb Pasha, Director of the important school, has been chosen. Mr. Herr has been appointed Controller of Allocated Funds and Undersecretary for the Ministry of Agriculture, and Mr. D. D. Hine, who was Director of the Agricultural Department, has been appointed Agricultural Advisor in the new ministry. It is hoped that the country will reap great benefits from this renaissance in agricultural studies and in improving cotton seeds, and that farmers will receive every assistance from these new officials. The ministerial appointments have been changed.
