This concerns the rights of the Crown, its protection, and the punishment of those who oppose it. This council convenes for a specified period of the year, during the time of the assembly of the Council of Envoys of the French King. The number of members of this council is not limited to a specific number, and no one is admitted unless they are twenty-two years old. No one participates in consultation unless they are thirty years old, unless they are from the royal family, in which case they are counted as members of this council from birth and participate in consultation when they reach the age of twenty-five. The position of the 'Beriya' was hereditary for males, with the eldest son taking precedence, and after his death, the next in line. The position of the Council of Envoys of the French King is not hereditary. Their function is to examine laws, policies, orders, and administration, to investigate the state's revenue, income, and expenditure, to dispute these matters, and to represent the subjects in matters of the kingdom and individuals, to prevent injustice and oppression. This council is composed of several men, appointed by the people of the French provinces. Their number is four hundred and twenty-eight envoys. No one is accepted unless they have reached the age of forty, and each must own real estate worth one thousand francs annually. As for the ministers, their positions are extended. They are the Minister of Internal Affairs, then the Minister of War, then the Minister of Foreign Affairs, then the Minister of the Navy and those from French lands residing in lands under their dominion outside French lands, then the Minister of Finance, then the Minister of Religious Affairs, then the Minister of Education and Crafts, then the Minister of Commerce. The Minister of Internal Affairs is equivalent to the Ketkhuda in Egypt, the Minister of Finance is equivalent to the Hazindar, the Minister of Commerce is equivalent to the Nazir of Commerce, and the Minister of Foreign Affairs is equivalent to the Reis Effendi in the Ottoman state. The Minister of War is equivalent to the Nazir.
