Then Al-Barudi stood up and entered the presence of the President and informed him of what had happened. He paid no attention to it and did not heed him. Al-Barudi was displeased by this and went to the Khedive and told him what had happened. He became angry and ordered the dismissal of Yusuf Pasha and his removal from Cairo. He went to his land in the Lower Province. The fire of sedition was extinguished by his removal, and the minds of the gang leaders were calmed. From that day on, they took up the matters of seriousness and determination. They approached Al-Barudi regarding the arrangement of all military affairs according to their system and their regulation by laws and regulations, and to consider the matter of promotions, ranks, and salaries, and to enact a law that would be the reference for the advancement of every soldier, his duties, and the non-restriction of his life to military service, and other aspects of reform. Al-Barudi agreed to this and spoke to President Mustafa Riyad Pasha about the matter. He tried to delay and procrastinate, and Al-Barudi insisted on the request. When he was unable to find a solution, he asked the Khedive about it. The Khedive ordered the President, but he did not heed and insisted on refusal. The Khedive then ordered the formation of a council consisting of Jaki Pasha, Aston Pasha, Biltch Pasha, Ismail Kamil Pasha, Ahmed Urabi Bey, Bernardi Bey, the Inspector of the Royal Domain, Goldsmith, and other officers to consider the requests of the army leaders and assess them. They convened and met for several days, then submitted a report to President Mustafa Riyad Pasha in which they stated the necessity of reducing the active army and setting a limit to promotions in military ranks to avoid the increase in the number of those on reserve. They said that among these, i.e., those on reserve, after those who were incorporated into royal services and public departments, there were a thousand or more. They asked the President to approve this rule. He reluctantly agreed and submitted it to the Khedive, who ordered its implementation and execution. The soldiers spent the night and woke up to find that their ranks had increased, as had their salaries and allowances. At that point, the word of Mahmoud Pasha Al-Barudi became known, and his position was recognized. The fame of Ahmed Urabi Bey widened, and all the officers and soldiers loved him and inclined to obey him and gather at his signal, except for a few officers. He then worked to dismiss them and appoint his supporters in their place. Al-Barudi, after all this, saw the necessity of bringing together the gang leaders and President Mustafa Riyad Pasha and resolving the grievances, perhaps the crisis would be resolved. On the eleventh of Jumada al-Awwal of the year, he held a grand banquet at the Nile Palace and invited all the ministers, the English and French controllers, and the army officers. When they sat down to eat, Al-Barudi stood up and gave a speech. What he said was: "Tonight, the ties of affection and harmony have brought us together to remember the great achievements of the Khedivial government, which has directed its firm resolve towards reforming the conditions of all the people and perfecting justice among them and giving everyone what they deserve. We have seen in this short time since our great Khedive took the reins of government a significant change, as hardship has been replaced by ease, and injustice by justice. This is nothing but from the good intentions of His Excellency and the purity of his character." He continued, "Undoubtedly, these blessings must be preserved and increased. This will only happen if we couple them with gratitude. For they have said that gratitude is the fence of blessings, and its reality is that we all be sincere to the government in our service and fulfill its duties."
