Report on the finances, administration, and general condition in Egypt and the Sudan for the year 1906 Submitted by Lord Cromer to Sir Edward Grey Part One Egypt Introduction Cairo, March 8, 1907 My Lord, I wish to clarify a matter when presenting this report on the submission of the various administrative interests of the Egyptian Government for 1906, which is that these annual reports mention the Egyptian conditions and events that occurred up to the end of the year preceding their publication. I sometimes refer, either incidentally or in a footnote, to some of what happened after the end of that year and before my report was printed and published, but this is rare. Furthermore, summarizing what comes from multiple sources to compile this report requires great effort, especially since it is necessary to consider the usual, numerous tasks. Added to this is that the various departments whose reports are submitted do not mention events that occur after the end of the preceding year. My report on Sudan does not extend to the end of the preceding year, but rather to September or October of it, because the Sudan reports come from distant places and are then sent to me after the Governor-General has expressed his opinions on them. For this reason, I cannot guarantee that my report will usually mention what happened up to the date of my signing it. I have clarified this because I found that some people pointed out the omission in my 1905 report of events that occurred after December 31, especially events in the Sinai Peninsula, even though my aforementioned report is dated March 8, 1906.
