Chapter One Rules for the Principle: "He who does not declare the disbeliever a disbeliever is a disbeliever."

Know, my beloved brother, that the principle "He who does not declare the disbeliever a disbeliever is a disbeliever" is not absolute. Rather, it must have controls, otherwise, you will fall into declaring Muslims disbelievers without legal evidence. This principle is not explicitly stated in the Book and the Sunnah, but scholars have derived it from verses indicating the disbelief of those who deny and reject the texts of Sharia.

As Allah Almighty says: "And when they are told to believe as the people believe, they say: 'Shall we believe as the fools believe?' Verily, they are the fools, but they know not." (Surah Al-Baqarah: 13).

And His saying, may He be glorified: "And when they are told to believe as the people believe, they say: 'Shall we believe as the fools believe?' Verily, they are the fools, but they know not." (Surah Luqman: 32).
