To clarify the deviation of all those who exaggerate in excommunication and do not adhere to the Book and the Sunnah, but rather deviate from the methodology of Ahl al-Sunnah and the righteous predecessors, they excommunicate everyone who refrains from excommunicating the doer of disbelief attributed to Islam (out of ignorance or misinterpretation), and they apply the rule "(Whoever does not excommunicate the disbeliever is a disbeliever)" without any restrictions. They apply this rule to everyone who is ignorant of the Sharia ruling of excommunicating the one attributed to Islam if he commits disbelief. Thus, they excommunicate Muslims who are ignorant of the Sharia ruling, and they do not consider the rulings of apostasy (from the conditions, pillars, and impediments of apostasy) in this regard. This is due to their limited knowledge and poor understanding. They equate the doer of disbelief with the one who excuses him, and thus they excommunicate the monotheists, and in doing so, they contradict all the scholars of the predecessors. Let every Muslim be aware that our refutation of those who exaggerate in excommunication does not mean that we excuse polytheists due to ignorance or misinterpretation, or that we do not excommunicate the ruler who replaces the law of Allah, his soldiers, his followers, and those who ally with him in his disbelief and assist him in it. Rather, all of these are disbelievers in our view, as indicated by the Book and the Sunnah. We ask Allah Almighty to protect us from the innovation of Murji'ah, and from exaggeration in excommunication, and to save us from trials, both apparent and hidden. Indeed, He is capable of all things. And praise be to Allah, Lord of the worlds, and there is no might or power except with Allah, the Most High, the Most Great. I ask Allah Almighty to guide us all to the truth and to the straight path. And praise be to Allah, Lord of the worlds. And may Allah bless Muhammad, his family, and his companions, and grant them peace.
