A noble position whose holder rules with the review of the Makasins and all the Jallaba. He has a fief and great armies, and his banner is the position of the King of Taxation. His holder is in great splendor, and his kingdom is large. He is the King of the Tax Collectors, meaning religion. They collect the produce from the land, and the meaning of taxation is that they take a tenth of what comes out of the produce and put it in granaries for the Sultan's needs. After that, there are many kings. The rulers of the provinces are called Sharani, one Sharani, and the rulers of the tribes are called D Malih, one D Malih. Each of the Sharani has many armies, and each of the D Malih has assistants. These are the minor rulers of the Sultans that we mentioned earlier. Then know that all those mentioned as holders of positions, the Sultan does not give them a salary or a stipend. Rather, each holder of a position has a fief from which he takes money, and what he takes of money he buys horses, weapons, armor, and shields, and distributes them among the armies. The way he takes is that all the Zakat of the produce belongs to the Sultan, like the Zakat of livestock. So he must take some of it. As for each of them, he has many feddans that he cultivates with wheat, sesame, beans, and cotton. The subjects cultivate them, harvest them, and thresh them for him by force. And he has the Haml, which is the stray slaves, cattle, and sheep.
