The National Guard will perform civil and rescue duties in peacetime (disaster relief), and work on infrastructure projects, supporting the police, border guards, forest guards, and customs in the meantime, while they will transition to performing military duties in wartime.

People's Reserve Forces: There is a need to consider the establishment of people's reserve forces and the introduction of a form of national service and comprehensive popular training in military tasks for citizens who wish to do so.

2. Redeployment: The armed forces must be redeployed and moved to border positions, and new military bases, training centers, and supply depots should be established, taking into account proximity to borders, danger zones, and communication lines.
