I SHOULD add that Arabi's demand for the dismissal \ of the Ministry included two gher stipulations ex- \ torted from the Khedive when, to quote words I attributed to him at the time, " he was between two / fires.** The first stipulation was an immediate/ increase of pay, which was all the soldiers reallyf cared about The second stipulation was the convo- \ cation of the Chamber of Notables, a concession to / which probably neither the Khedive nor the army attached any great significance.

The latter demand was made, it may safely be \ assumed, upon the recommendation of Arabi's English I supporters. It was their policy to keep the military I aspect of the Arabi insurrection in the background, I and to create an impression abroad, and especially I in England, that the insurgents had risen in revolt j for the purpose of establishing popular self-govern- j ment in Egypt, and of rescuing the country from/ • - - " *• •— « « « « a *
