THE ANGLO-FRENCH MINISTRY Khedive establishes responsible government in Egypt — Appoints Nubar Pasha Premier, Mr. Rivers Wilson Minister of Finance, and M. de Blignires Minister of Public Works.

I THINK It can be shown, by internal evidence, that\ the idea of the Anglo-French Ministry came from j Nubar Pasha, and that the suggestion of this ideaC to some extent reconciled Ismail to the surrender of ( his private estates. The conception of Ministerial responsibility, as understood in European constitutional communities, was too complicated a one for the Khedive to have originated, and still more to have approved. But he was far too astute not to realize the immediate advantages which it presented from his own personal point of view. Under a>v responsible Government, which comprised amidst its ) ministers Europeans of high character, approved of, f if not selected by, their own Governments, the demand I for foreign intervention must necessarily be postponed. ?
