Part One 5 Introduction Cairo, March 7, 15108 My Lord, I have the honour to submit a report on the progress made in the year 15.007 by the Egyptian Government.

Lord Cromer has elaborated in his last three reports on the general conditions that prevailed in the administration of these countries. His departure deprived us of his great administrative experience and his precise knowledge of the needs and desires of the people. However, he did not deviate from the fundamental principles of the policy of gradual administrative reform, which has received the approval and ratification of successive British Governments. Therefore, in this report, I will not repeat what has been said before, but rather I will take up the discussion from where Lord Cromer left off and briefly describe the progress made by that servant and the most important measures that the Government is currently considering.
