The entire Upper Egypt is to be brought under the basin irrigation system, except for a few small areas that cannot be reclaimed, and except for the depressions and islands in the Nile.

The current basins will be easily irrigated by bringing water from the existing Assiut and Esna barrages and from new barrages to be built at Nag Hammadi. As for the basins of Aswan Governorate and the basins located on the eastern bank of the Nile and the islands and depressions (where the land is very low and cannot be easily irrigated by canals), they will be irrigated by lifting machines.

Then Upper Egypt will include the following:

(1) Lands currently irrigated by summer irrigation... Area: 100,000 feddans.

(2) Basins and depressions that need to be converted to summer irrigation... 190,000 feddans.

(3) Lands that need to be reclaimed and converted to summer irrigation... 20,000 feddans.

(4) Depressions and islands lower than the highest flood level, which will be used for winter irrigation.

(5) Lands unsuitable for cultivation... 100,000 feddans.

The islands and depressions not submerged by the highest flood level do not need to be included in the irrigation estimates, as the water absorbed during the rise of the Nile is included in the estimate of water lost during its passage through the river, as this absorption is one of the causes of this loss.
