- 69 -Chapter Four On Education 21 - General Remarks In the section of this report concerning the provincial councils, there is a discussion of their work related to education. Literary education in the provinces has been entrusted to these councils. All schools managed by the provincial councils in 1913 were inspected by the Ministry of Education. Previously, a portion of the primary schools, funded by endowments managed by the Ministry of Endowments, were under the administration of the Ministry of Education.

Education is proceeding regularly in these schools under the supervision of qualified educators, with specific salaries and programs. They have the required school supplies and discipline, and their students progress through the various levels of learning without unusual delays. The following table shows only the number of students in the different schools directly managed by the Ministry of Education and those that it only inspects.
