(Thirty-fourth) No one can arrest a member of the Diwan al-Bayr except in the name of that Diwan, and no one other than them can judge them in criminal matters.

* Diwan of Emissaries of the Provinces, who are representatives of the people. The thirty-fifth Diwan of Emissaries of the Provinces consists of a group of emissaries elected by the electors, who are called the "Doctor" (with a shadda on the lam and sukun on the kaf), and their organization is established by specific laws. The thirty-sixth: All provinces shall remain as they were before this regulation, in terms of the number of emissaries. The thirty-seventh: From now on, emissaries shall be chosen for seven years, as was the case before. The thirty-eighth: A person is not eligible to enter the Diwan of Emissaries unless they have reached the age of forty and own property on which they pay one thousand francs in taxes. The thirty-ninth: In each province, fifty thousand souls must be gathered who meet the conditions of age and property mentioned, from whom emissaries shall be chosen. If there are not fifty who pay one thousand francs, their property shall be supplemented by those who pay less than one thousand francs, and then emissaries shall be chosen from among the fifty. The fortieth: The condition for being elected as an emissary is that they must own property on which they pay one thousand francs in taxes and have reached the age of thirty. The forty-first: The heads of the elected council shall be appointed by the King and shall be members of this council. The forty-second: From now on, half of the emissaries of the provinces must be customary residents of that province. The forty-third: The head of the Diwan of Emissaries of the Provinces.
