The policy of the British government.
Article 3. The supreme military and civil authority in the Sudan shall be vested in one official, styled the Governor-General of the Sudan, and shall be appointed by Khedivial decree, upon the recommendation of Her Majesty's Government, and shall not be removed from his post except by Khedivial decree, issued with the consent of the British Government.
Article 4. All laws, orders, and regulations which shall have the force of law in force, and which shall govern the administration of the Sudan government or determine the rights of ownership therein in all its forms, and the manner of their interpretation and disposal, may be amended, repealed, or replaced from time to time by public notice. These laws, orders, and regulations may be applied to the whole of the Sudan or to a specified part thereof, and may establish, directly or indirectly, the repeal or amendment of any law or regulation from the existing laws or regulations. The Governor-General shall immediately notify the Agent and Consul-General of the British Government in Cairo and the President of the Council of Ministers of His Highness the Khedive of all notices issued by him of this nature.
Article 5. Nothing in any Egyptian laws, orders, or ministerial decisions issued from this date onwards shall apply to the Sudan or any part thereof, except by public notice issued in the manner previously described.
Article 6. The notice issued by the Governor-General of the Sudan shall state the conditions under which Europeans of any nationality may freely trade, reside in the Sudan, or own property within its borders, without any special privileges granted to any European state.
Article 7. No customs duties or import duties shall be levied on goods coming from Egyptian territories upon their entry into the Sudan, but it shall be permissible, notwithstanding, to collect
