The incident of Hicks Pasha and the arrival of (Lord Cromer) led to the British political ambitions.

The Khedive refused that Britain would not be in Sudan nor help Egypt to remain there, or to regain some of its territories. Lord Cromer explained to the Khedive his argument by saying: "The weak, exhausted, and poor Egyptian army cannot... (Egypt at that time) had to give up some of its possessions for fear of bankruptcy." The Khedive replied to Cromer that he could not abandon Sudan, and if Egypt could not help him to strengthen his army, he would rather resort to the Sultan of Turkey in this matter. Cromer replied, "But on the condition that the Ottoman forces do not enter Egypt."

Suakin became its center. The next day, the Khedive was presented with the "decision and decree to leave Sudan," so it became without a ruler, and Britain took control of it. When the Egyptian government refused to leave Sudan, it was forced to resign. Lord Cromer said, "The British government has instructed its representative and its envoy to inform the Egyptian government to leave Sudan immediately, and if any minister refuses, he will be dismissed." Thus, the theory that the policy of Egypt and Sudan are one was abandoned.

The strangest thing in Lord Cromer's argument for the Khedive's withdrawal from Sudan was that the Egyptian government spends 100,000 pounds on Sudan and receives only 30,000 pounds. Therefore, it is not permissible for Egypt to spend 100,000 pounds in Sudan and receive only 30,000 pounds. The Egyptian army had 10,000 soldiers, and they were accustomed to the presence of Egyptian and Sudanese soldiers in Sudan. But when Sudan was lost, they found this number insufficient and increased it from all available resources, relying on the confidence of the Egyptian people.
