The Egyptian Sudan and the Ministry of the Council of Ministers decided not to take any decision regarding these works until the results of the negotiations between Egypt and Great Britain are known.

For these reasons: 1. The Council decided to stop the works that have begun in the area of Al-Awliya, while taking the necessary measures to protect what has been done. The Council decided to stop the works in Sennar Dam and the Gezira Canal.

However, if the Sudan government nevertheless sees fit to continue these works at its own responsibility, it must be understood: That the said works are not intended to irrigate an area exceeding 100,000 feddans, in accordance with the pledge made in this regard.

That the Egyptian government reserves its right to make a decision after the completion of these works, and this decision will depend on the outcome of the aforementioned negotiations.

The Council of Ministers also published another decision, the text of which is as follows: On 1291 AH, following the decision of the Council of Ministers dated [date], the Governor-General of the Egyptian Sudan sent the following telegram to His Excellency the Minister of Public Works: We intend to continue work on the Sennar Dam until the end of July, in order to preserve what has been done so far. We intend to resume work next spring if circumstances permit.

The Council of Ministers noted that the Egyptian Ministry of Public Works has been directly responsible for the irrigation works of the Sudanese government since the restoration of Sudan, and has been carrying out the work on the Sennar Dam, Makwar, until the end of July 1291 AH.

Therefore, no responsibility should be attributed to that ministry for carrying out this work.
