And it is said of Bahr al-Ghazal that the number of Europeans will decrease in favor of the railway over time. This should happen gradually, but this is one of the first matters to consider, and all efforts to reduce them will inevitably lead to their reduction without harm. As for those employed in the telegraph service, if we consider their number separately and find it to be good, it was 293 in 1896, of whom 271 were Egyptians and 22 Europeans. Now, I am examining a ministry from which it is not possible to deduce value from the statistics, if I do not say that the statistics in it are contrary to reality. The aforementioned table shows that the number of Europeans employed in administrative positions in the Ministry of the Interior is only 71, and Egyptians are 1273. The number of Europeans increased in the ten years we are considering by only 16, and the number of Egyptians by 88, taking into account 61 Egyptians who transferred to the Ministry of Finance, and in addition to that, the 71 Europeans are employed in the police of Cairo, Alexandria, and Port Said.
