- 66 -- As for private schools, and on its part, the School of Agriculture and the School of Crafts and Arts are supervised - by it regarding the number of employees in secondary schools and financial schools. - The number of Egyptians among them in secondary schools decreased from 83 to 64 in the year 1906. - The number of Europeans, however, increased from 41 to 73 during that period, and similarly in financial schools. - (Medicine, Law, Engineering, and Teaching) The number of Egyptians in these decreased in the ten years - mentioned from 45 to 40, but the number of Europeans increased from 16 to 47. Secondary schools - and financial schools contain 430 European employees out of the one hundred and sixty European employees in the supervision of - all affairs. Their number in these schools has increased by less than 43 in the ten financial years. - It appears that the employment of Europeans in this supervision differs from their employment elsewhere, as the lack of European education is one of the reasons - for the employment of Egyptians in high government positions, as is the case. The best way to qualify employees - in their education is what is available and known. And there is no need for Europeans in this education as long as the old knowledge - is not available from Egyptians. And this is the reason for the increase in the number of European employees - in secondary schools and financial schools. However, it is better in all aspects to stop the recruitment of European teachers - to Egypt, if that is possible, because in addition to the numerous objections that are raised - regarding the employment of an increased number of them, if English teachers were brought back to Egypt at their stated rate - in the last two or three years, it would not be possible for them to raise the appropriate salary for their large numbers. - Then, the situation would be that they would take the salary and be overwhelmed by boredom, and their enthusiasm would wane in their vacant positions. - The government is considering this matter with interest, and it is expected that by the time the budget for 1908 is prepared, - a decisive decision will have been made on this matter. -- e) The Railway and Telegraph Department -- The railway and telegraph have been combined into one department, and it appears from the following table - the branches in which European and Egyptian employees have increased in this department. -- (1) As for the industry department, it is not included, as it belongs to the General Works Department.
