(114) The Wali of the province, Hamalat Pasha, to the Mutasarrif of Jabal Qam, may God prolong his life.
To the honored among the noble princes, the Mutasarrif of Jabal Liwa, His Excellency Qasim Pasha, may God prolong his life, and to his deputies and members of the council, may their ranks be elevated.
Know that the learned, diligent, trusted, virtuous, and esteemed Sheikh, Sayyid Al-Haj Bilqasim Al-Issawi, may he be honored and revered, has presented orders from our predecessors, the great ministers, informing us of his arrival with a high-ranking decree. This decree is to honor, exalt, revere, and respect him, given what has been verified of his good conduct, the purity of his path, his inner self, his public life, his virtue, and his following the path of his master, the guide and mentor, the one who leads seekers to their desires, the one with the radiant station, the pure lineage, and the miracles and secrets that have spread throughout all regions, the esteemed Sayyid Muhammad bin Ali Al-Sanusi Al-Hattabi Al-Idrisi, may God illuminate his lights with support.
It informs us that he has established a zawiya in the village of Awlad Atba and Rahiyat, named after his aforementioned master, with the intention of spreading knowledge, teaching the children of Muslims, and reviving the master's tariqa so that benefit and guidance may be widespread. It also informs us that he should be elevated in rank among all appointed officials, his honor and respect increased, and that he should be looked upon with complete care, dignity, and reverence.
And to protect the travelers and emigrants at the aforementioned zawiya for the acquisition of knowledge and the practice of that transmitted tariqa, and not to transgress against the visitors who come to it seeking blessings at all times. And he, his father, and his uncle should be protected as they are, and they should not be held accountable like others regarding the stipulated dues and legal tithes. And it is stipulated in one of those orders, which we have received from the treasury of the province, that he be exempted from all stipulated dues and legal tithes. And he should not be asked for any dues or tithes, as stipulated in the decree, with the utmost respect, great honor, reverence, and veneration.
