Thirty-three Walis, of whom only three ruled for long periods, their total number reaching thirty.

And the thirty Walis ruled for an average of one year each. During this period, which is known as the second Ottoman era in Tripoli, the province witnessed two major revolts, namely the revolts of the tribes against oppression, led by Ghuma al-Mudi and Abd al-Jalil Saif al-Nasr.

Similar revolts occurred in other parts of the state as a result of the oppression of the Walis, such as the revolt of Daher al-Omar in Sham. Often, the exhausted people would be content with groaning.

It happened on several occasions that some strong Walis attempted to secede from the state and achieve internal independence in their provinces. At the end of the eighteenth century, Ali Bey al-Kabir challenged the Sublime Porte and the state, and the era of Daher al-Omar began. He sought the support of Russia. Although his attempt ended in failure, the movement of Muhammad Ali Pasha escalated to the point where he crossed Egypt into Sham and threatened the state at its center. Muhammad Ali attempted to reform Egypt to make it strong.

Algeria, at the time of the French invasion, was ruled by the Dey and enjoyed de facto independence in its internal affairs. The Dey oversaw the activities of the pirates who roamed the Mediterranean Sea, and his rule was not satisfactory. Hatred was evident between the ruling class, the Turks, and the ruled people. It happened repeatedly that sedition was instigated by them. In the year 1246 AH, sedition broke out between the Arabs of Tlemcen and the Turks and intensified, to the point that the Arabs all migrated to the Maghreb after deposing the Turkish Bey and pledging allegiance to Sultan Suleiman. No Bey remained for Tlemcen from the Turkish rule. When the French occupied Tlemcen, the people of Tlemcen requested to enter under the obedience of Moulay Abd al-Rahman, Sultan of Morocco, and sent their envoy to request the Sultan.
