The fourth beast, which represents the fourth kingdom, the Roman Empire, was more ferocious than the beasts that preceded it and committed wicked deeds they had not done. For this reason, Daniel was afraid and asked for more detailed information about it, saying: "As for the fourth beast, it is the fourth kingdom that will appear on earth. It will be more dreadful than all the other kingdoms and will devour the whole earth, trampling it down and crushing it. Its ten horns will be ten kings who will rise from this kingdom. After them, another king will rise, different from the earlier ones; he will subdue three of the kings. He will speak against the Most High and oppress his saints, and try to change the set times and the laws. The saints will be handed over to him for a time, times, and half a time. But the court will sit in judgment, and his dominion will be taken away, to be destroyed and completely swept away. Then the sovereignty, power, and greatness of the kingdoms under all the heavens will be given to the people of the saints of the Most High. His kingdom will be an everlasting kingdom, and all rulers will worship and obey him." (Daniel 7:19-27) Thus, the fourth beast, representing the Roman Empire, was characterized by ten horns on its head, which represent ten kings from this kingdom. The last horn that emerged among them and overthrew three horns beside it is another king who will come after those ten kings. This king will destroy three kings. This king is Constantine, who appeared in the early fourth century AD (300 AD) and defeated three emperors who were competing with him for the rule of the Roman Empire. This king is described as having a proud demeanor and fighting against the saints, and he will overcome them. This indeed happened in 325 AD when Constantine called for an ecumenical council of Christians, meaning a council attended by all the bishops in the Roman Empire, to consider the nature of Jesus Christ. This council concluded with the declaration of his divinity. This statement was the greatest blasphemy uttered by this king with a proud demeanor. He further strengthened the empire by making this statement the sole official creed.
